Net neutrality in Canada and political parties stance on it

Both Bell and Rogers have been caught meddling with internet traffic.

Bell provides infrastructure for ISPs who provide the service to end users, such as Teksavvy, and many others. They have been found to throttle traffic even if the end user is a customer of those ISPs, not their own customer.

Rogers have been observed injecting ads into content that it does own. Once discovered, they have backed off of this practice.

So, the net neutrality debate is not something that is US centric, it is real in Canada as well.

What are the stances of the political parties?

The Conservative government has distanced itself from the net neutrality debate, saying they do not want to regulate the internet.

The NDP called explicitly for net neutrality,

The Liberals have been called upon to also support net neutrality.
