It would be the United Kingdom - no written constitution and a bunch of near core modules (Wales, Northern Ireland and Scotland) hanging off a dynamic core with a front end problem (England). Contributed code from the Isle of Man, Guernsey and Jersey would make things a little more complicated as well as trying to sustain Gibraltar, Falkland Islands and Bermuda within the GPL.
Then again, as it is permanently under construction, it also has bears passing resemblance to Guangdong province (population bigger than the entire North American west coast). An oligarchy?
