Won euro lotto

Recently I also received an email said that I have won GBP certain amount.
I gave all my particular to them, and they have verified on it.
After that they asked me transfer from western union to this bank [Halifax Bank Plc]
£450 for the legal stamping fees. I do so.
They have email me the certificate of winning together with the transfer tt form to prove on it.
After the money transfer to me, but I didn't receive in my account.
I call them to verify and the spoke to the legal department.
They said the money hold by the England queen HM Revenue & Custom Tax.
Reason is I am not euro resident so I need to pay for it to release my money.
So now I very confluse on this, should I need to pay for it?
Is that this programme also scams?

Please give me some feedback. Thank you

got txt mesasage asaying from cadbury south africa saying my mobile number won some money there not asking for money saying there confimation of winning with two other papers and a compmany will comwe to my house persoannallly it does not seem like a scam as i check it out there gave me south african number to call as they saying paying office there one thing bothers me how they new my name not sure if they got it cause I registred my details with my mobile network the have not asked for money yet.
