lottery fraud

I just received a letter from international lottery Board S.L
by post, telling me that I have won sum of 985,000.000euros from a computer ballot system drawn on 2nd Sept 2008. it gives all the detail about ref no, batch no etc. and even the winning ticket no and sighned by vice president of International lottery Board S.L, in return I need to fill in
the form sending me details ,i.e DOB, profession etc.
I like to know it is genuine or scam . I phoned the number given in this letter on the other side somebody from Madrid with Nigerian accent by the name of Don Peter Fernando spokeand ask me to fax detail , so the money could be releaseas soon as possible .I am double minded does such a company exist or it is just a lottery scam . The letter all the addresses of Elcoplat Security Company SA in Madrid Spain etc. Please inform weather it is genuine by email
